Rules of Conduct

To afford the right of access to the services and facilities of the Fremont Area District Library all users are expected to accept the responsibility to abide by these Library Rules of Conduct.  If users fail to respect other patrons, library materials, or facilities, the use of the library or its services may be denied for due cause.  Such cause may be failure to return materials or pay fines, destruction of library property, or other violation of the Library Rules of Conduct.  The Library is not responsible for the safety of patron or patron’s property.

 Appropriate library activities include: browsing for materials, reading, thinking, quiet conversation, homework, writing, and researching.  If library software, computers, or audio-visual equipment are available, they are to be used quietly, so as not to disturb others.

Inappropriate activities include, but are not limited to, running, throwing, loud or abusive talking, eating or drinking in public areas, moving furniture, putting feet on furniture or walls, loitering, gambling, inappropriate public displays of affection, and any form of solicitation.

Rules of Conduct

1.       Respect the Rights of Others by

·          Refraining from willfully disturbing other library users.

·          Refraining from physical and verbal abuse, obscene conduct, displaying obscene materials.

·          Respecting quiet areas posted in the library.

·          Supervising children who are in their care.

·          Not leaving children under 6 years of age unattended by a parent, guardian or childcare provider of the minimum age required by state law (except when child is attending library sponsored program).

·          Observing seating limitations of no more than four people per table if the congregation of a group becomes a disturbance or blocks access.

·          Refraining from any form of harassment of patrons or staff (including staring at another person or following the person throughout the library with the intent to annoy the person).

·          Refraining from distribution of literature, taking surveys or asking patrons or staff to sign petitions or similar activities.

·          Refraining from operating any personal electronic equipment in a manner that disturbs library patrons or staff.

·          Cooperating with library staff who interpret and apply the rules.

·          Refraining from public displays of affection.

2.       Respect Library Materials by

·          Keeping materials clean, dry and free of damage.

·          Returning all borrowed materials by the due date.

·          Paying fines and fees for late and damaged materials.

3.       Respect Library Facilities, Furnishings, and Grounds by

·          Helping to keep public areas clean and orderly.

·          Using furnishings and equipment according to the intended design of each.

·          Refraining from vandalism or defacing of furniture or equipment.

·          Observing the “No Smoking, Eating or Drinking” rules in all public areas.  Food and beverages permitted only in the Community Room and Upper Level Conference Room (which must be reserved in advance according the Meeting Room Policies).

·          Keeping pets outside the building.

·          Parking bicycles in the bicycle rack.

·          Wearing shirts and shoes inside the building.

·          Refraining from using skateboards, skating equipment, or similar equipment on library grounds.

·          Observing all local and state statutes when on library premises

Any library staff/board member has the authority to courteously, but firmly, enforce the above rules.  After one verbal warning of a rule infraction, the adult patron will be asked to leave the building. If the adult patron refuses to leave the building, staff will request the assistance of the Fremont Police Department.

 If during normal business hours staff determines the patron in question is an unattended child, staff will attempt to locate the parent or guardian by telephone.  If during normal business hours the parent/guardian cannot be located in the building or on the telephone within 30 minutes, law enforcement personnel will be contacted.  

 Children must be picked up at closing time.

If a minor is unattended at closing time, staff will attempt to locate parent/guardian/ childcare provider.  If parent/guardian/childcare provider is not located within 15 minutes after closing, staff will contact law enforcement personnel to take the child into custody (Fremont Police Department or Newaygo County Sheriff).  Two staff members will remain with the child until law enforcement personnel arrive.

UNDER NO CIRCUMSTANCES WILL A LIBRARY STAFF MEMBER DRIVE AN UNATTENDED MINOR HOME OR TO ANY OTHER LOCATION.
